California health plan members are protected by a large body of laws. These laws include statutes that have been created by the Legislature, signed by the Governor and are known as the Knox-Keene Health Care Service Plan Act of 1975. In addition, the DMHC has developed regulations that are intended to clarify the specific requirements of the statutes.
In this section you will find the text of the existing statutes and regulations. In addition, we encourage you to participate in creating our regulations by submitting your comments on proposed regulations or submit your suggestions for new ideas for regulations. By participating in the lawmaking process, together we can work to assure that all California health plan members get the right care at the right time.
